Maps: Default to specific Custom List

Format is http://www.connectbrevard.org/communityplatform/brevard/communityview/index/customLists/9,1818

Multiple lists can be requested just separated by commas in the parameter

If a list is requested in the parameter that the user does not have permissions for it just ignores that list (fails gracefully)
